13:19-25. Establishment of "Adopt a Beach" program 4. The department shall, within 180 days of the effective date of this act, establish an "Adopt a Beach" program.Ā  The purpose of the program shall be to utilize volunteer labor in a cooperative effort with State and local government to periodically clear the public beaches and shores of the State of debris, litter, floatable waste, and other refuse.Ā
