17:12B-272.Ā  Rules and regulations The commissioner shall have power to implement and carry out the provisionsĀ  and purposes of this Article XXI by the promulgation and issuance of rules andĀ  regulations from time to time.Ā  The commissioner, when issuing such rules andĀ  regulations, shall, to the extent feasible, promulgate such rules andĀ  regulations in substantial conformity with applicable rules and regulations ofĀ  the Federal Home Loan Bank Board and the Federal Savings and Loan InsuranceĀ  Corporation.
