17:19-6.Ā Completion of project
When the property or any part necessary to the completion of the project hasĀ been acquired by condemnation and conveyed to the applicant, the applicantĀ shall thereupon be charged with the public duty of immediately commencing andĀ within a reasonable time completing the project in accordance with the plansĀ and specifications therefor approved by the governing body.
