At its first regular meeting each board shall organize by electing one of its members as president and another as vice president, who shall serve for oneĀ year and until their respective successors are elected and shall qualify, butĀ if the board shall fail to hold said meeting or to elect said officers, asĀ prescribed by this law, the county superintendent shall appoint from among theĀ members of the board a president and vice president.
