Notwithstanding the provisions of any law, rule or regulation of this StateĀ to the contrary, the use of school buses or the recovery of costs as hereinĀ authorized, shall not subject such school buses to regulation by or theĀ jurisdiction of the Board of Public Utilities Commissioners.
