18A:46-19.1.Ā Legislative findings and determination
The Legislature hereby finds and determines that the security and welfare ofĀ the State require that all school-age children be assured the fullest possibleĀ opportunity to develop their intellectual capacities.Ā In order to achieve thisĀ objective it is the intent of this Legislature to require that the State andĀ local communities identify and provide remedial services for handicappedĀ children in both public and nonpublic schools.
