18A:46-22.Ā Withdrawal of pupils by sending districts
Any board of education which has entered or hereafter shall enter its handicapped pupils in the schools of a receiving district may not withdraw suchĀ pupils for the purpose of entering them in the schools of another districtĀ unless good and sufficient reason exists for such a change and unless anĀ application therefor is made and approved by the commissioner. Either theĀ receiving or sending board of education, if dissatisfied with the determinationĀ of the commissioner on any such application, may appeal to the state board,Ā and, in its discretion, that body may affirm, reverse, or modify hisĀ determination.
