18A:58-37.1.Ā Legislative findings
The Legislature hereby finds and determines that the security and welfare ofĀ the State require the fullest development of the material resources and skillsĀ of its youth.Ā To achieve this objective increased efforts must be undertakenĀ to educate more of the talent of our State.Ā It is hereby declared to be theĀ public policy of the State, that the public welfare and safety require that theĀ State and local communities provide assistance to educational programs whichĀ are important to the welfare of the State.
