18A:65-39.Ā  Free scholarships;Ā  number;Ā  qualifications and terms
The university shall, in each year, furnish gratuitous education in the courses of instruction described in section 18A:65-38, in such manner as may beĀ  prescribed by the legislature, or otherwise, to such number of students of theĀ  university as would expend for their instruction in the university a sum equalĀ  to one half of the payment, under section 18A:65-37, for said year, if theyĀ  were required to pay therefor at the regular rates charged therefor to otherĀ  students.

The students so nominated and received shall be citizens of this state, andĀ  shall be admitted into the university upon the same terms, and subject to theĀ  same rules and discipline, as apply to all other students of the university,Ā  save that they shall not be required to pay for their instruction.
