19:13-3.Ā To whom petition addressed
Direct nomination by petition for the general election shall be as follows: Petitions naming candidates for office to be filled by voters of the entireĀ State, or of any congressional district, or of any political division greaterĀ than a single county, shall be addressed to the Secretary of State;Ā petitionsĀ nominating candidates for election to the Senate or General Assembly shall beĀ addressed to the Secretary of State;Ā petitions naming candidates to be votedĀ for by all the voters of a single county, or more than a single politicalĀ division thereof, and all other petitions naming candidates to be voted for atĀ the general election, shall be addressed to the clerks of the respectiveĀ counties wherein the officers nominated are to be voted for.
