When under the provisions of this title it shall be necessary to mail to theĀ voters any portion of the statute law of the state or any portion of the stateĀ constitution, the attorney general shall designate by writing filed with theĀ secretary of state what portion of the statute law or state constitution shallĀ be so printed and mailed.
