19:14-31.Ā  Summary statement sufficient
The attorney general, in place of or in addition to designating any portionĀ  of the statute law or state constitution to be so printed and mailed, may, ifĀ  he deems proper, make a summary statement of the existing law or constitutionalĀ  provisions upon the subject so far as necessary to inform the voters of theĀ  effect which the adoption or rejection of the question or proposition submittedĀ  to them will have upon such statute law or state constitution, and the mailingĀ  of such summary statement shall be a compliance with the provisions of thisĀ  title.
