19:19-17.Ā Statements delivered to messenger of secretary of state
The district board, the clerk or the chairman of the board of canvassers ofĀ any county, or any other person who shall be in possession of any statement, orĀ copy of any statement, which shall have been made and subscribed under theĀ provisions of this title, shall forthwith, on application by any messenger whoĀ shall have been dispatched for the same by the secretary of state, deliver toĀ the messenger such statement or copy. The messenger shall be commissioned asĀ such in writing, under the hand and official seal of the secretary of state,Ā and shall exhibit his commission to the person to whom he shall apply for suchĀ statement or copy;Ā and when he shall have obtained the statement or copy heĀ shall forthwith deliver the same to the secretary of state.
