23:3-13.Ā Annual returns to division
On or before January tenth in each year the clerk of each county and of eachĀ municipality, and each agent, shall send to the office of the division of allĀ return stubs of licenses issued during the preceding year ending DecemberĀ thirty-first, all unused license blanks and unused buttons or tags and allĀ return stubs of license blanks spoiled during that year.
