23:3-4.3.Ā Instructors of methods of handling firearms
The Division of Fish and Game in the Department of Conservation and EconomicĀ Development shall have authority to designate duly qualified persons to act asĀ its agents in the giving of instructions of methods of handling firearms, andĀ the issuance of certificates, and a certificate shall not be issued to anyĀ person until in the opinion of his instructor, he has qualified therefor.
