No primary licensee shall permit or allow any animal carcass or part thereofĀ to be prepared, processed, packaged, shipped, sold or offered for sale unlessĀ it has been examined and inspected by an inspector and labeled, marked,Ā stamped, or tagged with the official inspection mark.
