The commission shall choose annually from among its members a president andĀ treasurer, appoint a clerk or secretary and such other officers and employeesĀ as it may deem necessary, but it shall not employ any of its own members.Ā TheĀ commission shall also make rules and regulations governing the duties andĀ compensation of its employees.
