27:11-6.  Proof of payment;  withholding of funds;  emergency payments    The comptroller may require from the state highway commissioner, the custodian or other approval officer, or any or all of them, such further satisfactory proof as to the proper disbursement of the fund and its maintenance as he may in his judgment require, and may withhold the warrant for  the replenishing of the fund until such proof is forthcoming, but in that event  the salaries and wages of the officers and employees of the commissioner shall  be paid by the state treasurer upon the warrant of the comptroller after  approval of the civil service commission until such time as the cause for  withholding the warrant shall have been removed.
