27:13A-3.Ā Establishment of system;Ā roads included
The Commissioner of Transportation shall establish a State aid road system consisting of county and municipal roads so situated as to form a comprehensiveĀ and integrated network of local roads designed to provide connections to andĀ between major traffic arteries, residential, health, recreational, educational,Ā cultural, agricultural, commercial and transportation centers, industrial areasĀ and river and stream crossings. The county and municipal roads to be includedĀ in such system shall be selected by the commissioner in the manner hereinafterĀ provided, and he may add or delete roads to or from the system from time toĀ time as the best interests of the State shall require.
