27:13-13.  Action by commissioner;  authority to resubmit The State Highway Commissioner, within 30 days from the date of the filing of any such application by any county or municipality so affected, shall either  approve the same or disapprove and return the same with reasons for disapproval  after which the application may be resubmitted by the county or municipality to  which it has been returned and may be acted upon in the same manner as if  originally filed in the amended or corrected form.
