27:14-3.Ā  Surveys and plans;Ā  approval by freeholders and commissioner
After the passage of the resolution contemplated by section 27:14-2 of thisĀ  title the board of chosen freeholders shall cause a survey of the road to beĀ  made and plans, cross sections and specifications of the work to be doneĀ  thereon to be prepared.Ā  The survey shall indicate the width and length of theĀ  road, and shall show how much of it may be improved by deviation from the thenĀ  existing lines, but no survey shall be commenced until the written consent ofĀ  the commissioner shall have been first obtained.

When the plans, cross sections and specifications shall have been prepared,Ā  they shall be submitted to the board of chosen freeholders for approval orĀ  rejection.Ā  If approved by the board they shall then be submitted to theĀ  commissioner, who shall, before approving them, ascertain the natural characterĀ  of the soil upon which the road is proposed to be constructed and all otherĀ  facts he may deem important.

If the commissioner approves the plans, cross sections and specifications, their scope and detail, and is satisfied as to the advisability of the improvement of the road as contemplated, and that the state's share of the costĀ  of the construction of the road together with its share of the cost of theĀ  construction of all other roads or sections of roads under the plans and specifications previously approved by him, will not exceed the amount availableĀ  for the purpose he shall indorse his approval on the plans, cross sections andĀ  specifications.Ā  Otherwise he shall reject them.
