27:16-19.Ā  Bond issue If the board of chosen freeholders has not sufficient funds on hand available for the purpose it may issue bonds to pay the cost of the improvementĀ  or its share thereof.Ā  Such bonds shall be issued in accordance with theĀ  provisions of article 1 of chapter 1 of the title Municipalities and CountiesĀ  (s. 40:1-1 et seq.).
