30:3-9.  Architects selected by competition;  jury on designs    The commissioner may with the approval of the state board, at a time to be fixed by it, select by competition from among the architects legally registered  in the state, an architect to design any specific building or structure.  The  designs of the competitors shall be judged by a jury of three disinterested  architects, one selected by the state board, one by the competitors and the  third by the two so chosen.

    Should the jury discover among the competitors any whose designs indicate an  ability to solve the problems acceptably, it shall certify its first choice to  the commissioner who shall appoint him as associate of the chief of the  division of architecture and construction to design the specific building or  structure.
