30:7B-11.Ā Supplementary agreements for provision of services or facilities
ARTICLE XI
The duly constituted administrative authorities of any 2 or more party States may enter into supplementary agreements for the provision of any serviceĀ or facility or for the maintenance of any institution on a joint or cooperativeĀ basis whenever the States concerned shall find that such agreements willĀ improve services, facilities, or institutional care and treatment in the fieldsĀ of mental illness or mental deficiency.Ā No such supplementary agreement shallĀ be construed so as to relieve any party State of any obligation which itĀ otherwise would have under other provisions of this compact.
