32:11D-13.Ā  Jurisdiction of the commission The commission shall have, exercise and discharge its functions, powers andĀ  duties within the limits of the basin, except that it may in its discretion actĀ  outside the basin whenever such action may be necessary or convenient toĀ  effectuate its powers or duties within the basin, or to sell or dispose ofĀ  water, hydroelectric power or other water resources within or without theĀ  basin.Ā  The commission shall exercise such power outside the basin only uponĀ  the consent of the State in which it proposes to act.
