32:11D-34.Ā  General powers The commission may plan, design, construct and operate and maintain projectsĀ  and facilities, as it may deem necessary or desirable for flood damageĀ  reduction.Ā  It shall have power to operate such facilities and to store andĀ  release waters on the Delaware river and its tributaries and elsewhere withinĀ  the basin, in such manner, at such times, and under such regulations as theĀ  commission may deem appropriate to meet flood conditions as they may arise.
