32:18-19.Ā Compact binding The said agreement or compact when signed or sealed by the commissioners ofĀ each state, as hereinbefore provided, shall become binding upon the state ofĀ New Jersey and shall be filed in the office of the secretary of state of theĀ state of New Jersey.
