4:1-16.Ā Powers and duties respecting employees and as secretary of board
The secretary shall appoint the necessary clerks and stenographers and otherĀ employees of the department, whose appointment or employment has not beenĀ vested in the board, and assign to them their proper duties and compel theĀ efficient performance thereof.Ā He shall act as the secretary of the board, andĀ his signature to any executive or administrative order shall be a sufficientĀ authority for the execution thereof.
