4:1-9.Ā President and vice-president of board
As soon as may be, following the qualification of members in each year, theĀ board shall organize by electing one of its members as president and one asĀ vice-president, to serve as such until the organization of the board in theĀ following year.Ā The vice-president shall exercise the powers and perform theĀ duties of the president, in his absence.
