4:16-6.Ā  Duties of board
The board of managers shall:

a.Ā  Locate the experiment station and branches;

b.Ā  Appoint a director who shall have the general management and oversight of the experiments and investigations necessary to carry out the objects of theĀ  institution;

c.Ā  Employ competent chemists and other assistants necessary to analyze soils, fertilizers and objects of agricultural interest, so as to properly carry on the work of the station;Ā  and may employ such competent persons for investigation in floriculture as may be required;

d.Ā  Make an annual report of its work to the governor of the state.
