40A:11-20.Ā  Certificate of bidder showing ability to perform contract There may be required from any bidder submitting a bid on public work to anyĀ  contracting unit, duly advertised for in accordance with law, a certificateĀ  showing that he owns, leases, or controls all the necessary equipment requiredĀ  by the plans, specifications and advertisements under which bids are asked forĀ  and if the bidder is not the actual owner or lessee of any such equipment, hisĀ  certificate shall state the source from which the equipment will be obtained,Ā  and shall be accompanied by a certificate from the owner or person in controlĀ  of the equipment definitely granting to the bidder the control of the equipmentĀ  required during such time as may be necessary for the completion of thatĀ  portion of the contract for which it is necessary.
