40A:12-27.Ā  Construction The language and terms of this act shall be construed broadly, in order thatĀ  counties and municipalities may have all of the powers necessary and incidentĀ  to the efficient and economical execution of their public functions, and inĀ  order that the officers and employees of counties and municipalities shall haveĀ  clear and unambiguous standards of conduct in dealing with public realĀ  property, capital improvements or personal property and moneys.
