40A:4-45.1.Ā Legislative policy
It is hereby declared to be the policy of the Legislature that the spiralingĀ cost of local government must be controlled to protect the homeowners of theĀ State and enable them to maintain their homesteads.
At the same time the Legislature recognizes that local government cannot beĀ constrained to the point that it is impossible to provide necessary services toĀ its residents.
In recognition that the two concepts may be at cross purposes, the Legislature recommends that the program proposed hereunder be instituted on an experimental basis with a review at the end of the period to adjust the programĀ based upon experience.
