The question of the adoption or rejection of sections 40:20-2 to 40:20-19 ofĀ this title may be submitted to the voters at an election for members of theĀ general assembly, on petition signed by at least one thousand legal voters ofĀ the county filed with the county clerk at least twenty days before theĀ election.
