40:23-8.4.Ā  Blood and its derivatives;Ā  contributions for collection and distribution authorized
Boards of chosen freeholders are authorized to contribute funds, in amountsĀ  to be determined by such boards, for the establishment, equipment, maintenanceĀ  and conduct of suitable programs for the collection, processing, storing andĀ  public distribution of human blood, and the various human blood derivatives,Ā  including special therapeutic and diagnostic serums, which are deemed of valueĀ  in the treatment of sick and injured persons, and the prevention of certainĀ  diseases.Ā  Such contributions of funds may be made to public and privateĀ  institutions, hospitals, societies and organizations for such purposes, on suchĀ  terms as may be agreed upon.
