All sums of money received from assessments for benefits shall be set apartĀ by the county park commission and devoted exclusively to the payment of bondsĀ or obligations issued on its requisition, for the purpose of providing a fundĀ to meet the expenditures of the commission and to the payment of the interestĀ thereon.
