40:41A-53.  Chairman and vice-chairman;  election;  duties At its organizational meeting each January the board shall select one of its  members to serve as chairman and one to serve as vice-chairman for the year. The chairman shall preside over board meetings during his tenure, and in his  absence the vice-chairman shall preside.
