The governing body of any municipality having a population of sixty thousandĀ or more operating under the provisions of sections 40:62-27 to 40:62-34,Ā inclusive, of the Revised Statutes shall cause the director in charge of theĀ radio broadcasting station and the municipal convention hall and the managerĀ thereof to prepare a budget for each fiscal year, which budgets shall beĀ designated asĀ "municipal convention hall budget"Ā and "municipal radioĀ broadcasting station budget."
