40:62-34.3.  Time and place of hearing;  notice The governing body shall cause to be prepared and shall approve the budget prior to the public hearing and shall fix the time when and the place where the  hearing shall be held.  Notice of such hearings, together with the budget as  approved shall be published at least once in at least one newspaper circulating  in the municipality.
