44:4-116.  Bond for maintenance from master or commander    When a ship or vessel shall arrive within a port, harbor or county within this state, having on board passengers or employees coming from any foreign port or place, or coming from any county within or without this state into any county within this state, the county welfare board of the county in which the ship or vessel shall arrive, may require of the master or commander thereof a bond with approved security to the inhabitants of the county in the sum of, and  not exceeding, two hundred dollars, conditioned for the maintenance and support  of any passenger or employee on board the ship or vessel who is sick, infirm or  otherwise incapable and a poor person within the meaning of this chapter, in  the opinion of the director of welfare of the county.
