44:5-9.Ā  Contracts by cities for care of diseased patients The board or body having charge of the finances of a city which at the timeĀ  does not maintain and operate a municipal hospital for contagious or infectiousĀ  diseases exclusively, may make a contract or contracts, not exceeding the termĀ  of five years at a time and without advertising for bids, with any corporationĀ  or person properly equipped for the purpose, for the care and treatment of suchĀ  patients suffering from contagious, infectious or other disease as that boardĀ  or body may consider and determine should be so cared for and treated at publicĀ  expense.Ā  Such board or body shall annually during the continuance of theĀ  contract or contracts cause the sum needed to meet such expenditures for thatĀ  year to be raised by taxation.
