48:15-5.  Valuation report;  open to public inspection;  as evidence    The report of any valuation of street railway or traction company property together with all documents, maps and other papers accompanying the same, filed  with the board of public utility commissioners as directed by chapter three  hundred and fifty-one of the laws of one thousand nine hundred and twenty,  shall be a public record open to the inspection of the public at all reasonable  times and shall be admitted in the courts of this state as evidence of the  facts therein contained to the same extent as though the same had been produced  and proved.
