48:17-10.Ā Consent of municipality or county for local line
No pole, conduit, wire or other fixture, except such as are a part of a through line of any such telegraph or telephone company as distinguished from aĀ local line, shall be constructed or erected in, upon, along, over or under anyĀ public road, street or highway of any municipality without first obtainingĀ permission by ordinance or resolution from the governing body of theĀ municipality, nor in, upon, along, over or under any public road, street orĀ highway of any county without first obtaining permission by resolution from theĀ board of freeholders of the county.
A through line shall be construed to be one used strictly for through business.Ā Such line shall in no event be thereafter used for local business orĀ as a part of a local line without having first obtained permission by ordinanceĀ or resolution.
