The responsibility for the administration of theĀ "Lifeline Credit Program"Ā and all powers and duties in connection therewith is transferred from the BoardĀ of Public Utilities to the Commissioner of the Department of Human Services. The personnel, records, files, equipment, books, appropriations, grants andĀ other moneys of theĀ "Lifeline Credit Program" are transferred from the BoardĀ of Public Utilities in the Department of Energy to the Department of HumanĀ Services in accordance with theĀ "State Agency Transfer Act,"Ā P.L.1971, c. 375Ā (C. 52:14D-1 et seq.).
