5:5-36.Ā Resident employees
At least eighty-five per centum (85%) of the persons employed by any holderĀ of a permit to conduct a horse race meeting or by any concessionaire at anyĀ place, track or enclosure where such a horse race meeting is permitted shall beĀ residents of the State of New Jersey who have actually resided in this StateĀ for at least two years;Ā provided, however, that jockeys, drivers orĀ apprentices, exercise boys, owners, trainers, clockers and governing and managing officials and heads of departments of the track may be nonresidents ofĀ the State of New Jersey, and shall be excluded when computing the percentage ofĀ resident employees.
