52:14-17.10.  Disposition of case    The court may affirm the order of removal, or it may reverse or nullify the  same and order the reinstatement of the appellant to the office or position of  employment from which he was removed, as of the date of removal, or as of such  date as the court may determine, upon the determination of a matter of law or  when it clearly appears that there was no evidence before the Governor  reasonably to support the order of removal.
