52:17B-72.  Effect of act upon powers and duties of municipalities and counties and civil service Except as expressly provided in this act, nothing herein contained shall be  deemed to limit the powers, rights, duties or responsibilities of municipal or  county governments, nor to affect provisions of Title 11 of the Revised  Statutes.
