Except as provided by section 52:19-12 of this Title, State moneys depositedĀ by the treasurer or to his credit, shall not be drawn upon except by writtenĀ authorization by him or by his facsimile or machine impress signature asĀ treasurer and countersigned by the State Comptroller or by his facsimile orĀ machine impressed signature.
