52:27B-22.Ā Applications for supplemental appropriations
All applications for supplemental appropriations not included in the budgetĀ message shall be made, in the first instance, to the commissioner in substantially the same form as is required for regular requests, setting forth how much of the amount requested will be expended in each quarter of the fiscalĀ year.Ā The commissioner shall certify and transmit forthwith such applicationĀ to the Governor, together with his findings, comments and recommendationsĀ thereon.Ā The Governor shall transmit to the chairman of the jointĀ appropriations committee such applications as he shall approve in whole or inĀ part with his recommendations thereon, but the Governor shall not approve andĀ recommend any appropriation in excess of the total anticipated funds availableĀ for disbursement during the fiscal year to which such recommendations areĀ applicable.
