52:27B-30.Ā Study of departmental requirements and personnel
In order effectually to discharge and execute his duties in relation to theĀ quarterly allotment system, the commissioner, or a member of the departmentĀ designated by him, shall make continuous studies of all departmentalĀ requirements including personnel.Ā All requests for additional personnel madeĀ by request officers to the civil service agency in the State Government shallĀ first be approved by the commissioner.
